When a comparison is undertaken at the BIPM, both the NMI and the BIPM measure the air kerma, each using their own standard, and the comparison result is expressed as the ratio RNMI of the two values.
The BIPM standards are very stable, showing a relative standard uncertainty of the distribution of 60Co air kerma measurements over 8 years of 0.02 % while repeated calibrations of the BIPM transfer standard type NE 2571 show a standard uncertainty of the distribution of 0.03 %.
For 60Co calibrations, the difference between a new calibration factor in terms of air kerma and an earlier one is usually consistent with the statistical uncertainty of a calibration (0.07 %)(5).

Litre - Wikipedia, the free encyclopedia
Prior to 1979, the symbol ℓ (script small l, U+2113), came into common use in some countries; for example, it was recommended by South African Bureau of Standards publication M33 in the 1970s.
This symbol can still be encountered occasionally in some English-speaking countries, but it is not used in most countries and not officially recognised by the BIPM, the International Organization for Standardization, or any national standards body.
It also expressed a preference that in the future only one of these two symbols should be retained, but in 1990 said it was still too early to do so.

The CMC data is peer-reviewed through intra- and inter-regional examination, and formally approved by the Joint Committee of the RMOs and the BIPM (JCRB) prior to publication in the KCDB.
BIPM key comparisons are based on an on-going series of bilateral comparisons involving the BIPM standards and facilities, while CC and RMO key comparisons are time-limited and full scale exercises involving transfer of instruments between laboratories.

BIPM then applies frequency corrections ("steers") to EAL, based on measurements from primary frequency standards and intended to keep the International System's basic unit of time, the second, constant.
The difference between UTC (computed by BIPM) and any other timing center's UTC only becomes known after computation and dissemination of UTC, which occurs about two weeks after the fact.
The principle behind this arrangement is that measurements against the real-time reference MC #2 are immutable facts, whereas improvements are made in our unsteered internal mean timescale A.1 as systematic disturbances are identified after the fact.

Changes related to the BIPM standard
The BIPM standard has undergone some changes since the paper of Bielajew and Rogers was published[
In 1996 the BIPM reported some changes in the correction factors because of a change in the source, which increased the scatter component of the beam significantly, and they moved from a calibration point at 112 cm to one at 100 cm[
These values implied that the BIPM standard would change by +0.25% if the NRC corrections were applied.

As the scope of fundamental metrology and the activities of the BIPM have considerably extended since its inception, CIPM created a few consultative committees, from whom it takes advice on all scientific matters about which decisions have to be prepared or endorsed by CIPM.
Through the NMIs that are members of these CCs, CIPM and in turn BIPM ensures that the scientific community is prepared to agree on the resolutions and ready to implement them as the most appropriate.
