  BLEVE
The time between initiation of flame contact and a BLEVE varies because it depends upon such widely varying factors as the size and nature of the fire as well as the container itself and any damage dome to the tank.
In the case of the Albert City incident, the BLEVE occurred approximately 18 minutes from the time the fire department was notified, and within eight minutes of the time the apparatus had arrived.
The potential for a BLEVE should be considered any time there is direct flame impingement on a LP-Gas vessel at the vapor space of the vessel, when venting through relief valves is not adequate to relieve the pressure build-up.

BLEVE - Wikipedia, the free encyclopedia
BLEVE, pronounced blevy, is an acronym for "boiling liquid expanding vapour explosion".
A BLEVE can occur in a vessel that stores a substance that is usually a gas at atmospheric pressure but is a liquid when pressurized (for example, liquefied petroleum gas).
A BLEVE does not require a flammable substance to occur, and therefore is not usually considered a type of chemical explosion.

Bleve effect   (Site not responding. Last check: 2007-10-18)
The BLEVE, or boiling liquid expanding vapor explosion, is the worst possible outcome when a tank holding a pressure liquefied gas, such as propane or LPG, fails due to fire contact or impact.
The term BLEVE first appeared as —flammable BLEVE.— It was described in reports that followed a propane incident on a railcar in Kingman, Arizona (1973), in which 13 firemen died and hundreds of spectators who were standing more than 1,000 feet away suffered serious radiation burns.
A BLEVE is a type of pressure-release explosion that occurs when liquefied gases, which are stored in containers at temperatures above their boiling points, are exposed to the atmosphere, causing rapid vaporization.

The three fatal BLEVEs on farms over the past five years point to the need, once again, to train firefighters in the safe handling of LP-Gas fires and to enforce NFPA code requirements addressing the safe storage and handling of LP-Gas that have proven effective over the past two decades.
The heat from the fire causes the metal to weaken and fail as the internal pressure increases, and liquid-to-vapor expansion provides the energy that creates cracks in the container, causing the container to fail, and propels pieces of the container outward.

THE RISK OF TRANSPORTATION OF DANGEROUS GOODS: BLEVE IN A TUNNEL   (Site not responding. Last check: 2007-10-18)
This paper presents the case history of a BLEVE of a tank truck transporting LPG that occurred in a highway tunnel near Palermo (Italy).
As a consequence of the tank failure, the tank is flattened to the ground, giving rise to a strong blast wave, a destructive fire-ball, and in some cases the formation of numerous fragments that can be propelled significant distances.
Several examples of BLEVEs are reported in the literature but they always refer to open environment scenarios, while descriptions of accidents occurring in congested areas are unavailable.

 BLEVE
(Boiling Liquid Expanding Vapor Explosion) - a BLEVE occurs when a vessel containing liquid under pressure, such as a liquid propane tank, is subjected to a temperature above the liquid's boiling point.
If not, the BLEVE will still occur, but the vapors will not ignite (a steam boiler is a common example of this).
BLEVEs can also be caused by mechanical damage or overfilling.
