  BSEC - Black Sea Economic Cooperation pact
The BSEC is comprised of Russia, Ukraine, Turkey, Georgia, Romania, Bulgaria, Albania, Armenia, Azerbaijan, Moldova and Greece.
BSEC approved a Greek proposal in 1996 for the center to be housed in Athens.
One of the basic objectives of the BSEC, proclaimed in the "Summit Declaration", is to ensure that the Black Sea becomes a sea of peace, stability and prosperity, encouraging friendly and good-neighborly relations.

The BSEC Ministerial Council that was held in Chisinau on 28 October 2005, mandated Greece to start consultations with the EU with a view to the adoption of a Declaration by the EU Council on the enhancement of relations between the two sides.
At the time of its foundation, some BSEC members were actively engaged in armed conflicts, such as rmenia and Azerbaijan in Nagorno-Karabakh; Turkey and Greece stood at the brink of war on several ccasions in the Aegean Sea; and Russia was involved in conflicts in Georgia and Moldova.
The purpose of this paper is to consider the BSEC experience in seeking an answer to whether regional economic cooperation in the broader sense could lead to any trade creation/diversion effects even when the cooperating partners do not liberalize their trade policy among themselves and/or harmonize their policy towards third parties.

The BSEC Prerequisite, which was signed in Yalta and went into effect on May 1, 1999, had its groundwork laid in 1992, bringing about, for the first time, an economic cooperation forum for the region.
Turkey believes that the BSEC, which came into being as a cooperative forum to increase economic cooperation and development in the region, will not only push member countries towards prosperity through the development of economic and trade relations but will also be a fundamental point in the peace and stability of the region.

The participants of the Workshop state that the Governments of the BSEC member states are concerned with seismic situation in their region, which causes heavy material damages and human losses, and that they provide assistance to seismological institutes and organizations.

In a couple of weeks, the active biography of BSEC will reach 14 years: a short period of time in terms of chronology, but a significant one due to the several achievements accumulated since the foundation of this initiative of regional cooperation in June 1992.
BSEC was able to gradually build a new culture of cooperation, in the spirit of its Charter, stipulating “the common vision of regional cooperation as a part of the integration process in Europe, based on human rights and fundamental freedoms, prosperity through economic liberty, social justice and equal security and stability”.
At the same time, the BSEC community faces a series of major obstacles to its generous and timely needed projects of development, from asymmetrical risks (organized crime, illegal trafficking, terrorism etc.) to “frozen conflicts” in various parts of the region.

The BSEC was transformed into a regional economic organization with an international legal identity when member states adopted a Charter in Yalta on June 5, 1998 which was ratified by the respective parliaments by May 1,1999.
The BSEC experience shows that, states which share common frontiers or are part of the same geographical basin may consider mutual or multilateral controversies and disputes as cause for action, rather than as excuse for keeping relations at a minimum.
At least in theory, the BSEC may, in part, be considered as an extension of the former economic partnership between the ex-Soviet Union and the ex-communist states in the Balkans.

BSEC Coordination Center for the Exchange of Statistical Data and Economic Information was established within the State Institute of Statistics of Turkey (SIS) on 9th of December1993 by the approval of the Ministers of Foreign Affairs of the BSEC Countries.
The objective of this publication is to gather data from the BSEC countries and to determine the amount of foreign trade of the Participating States, in order to display the impacts of BSEC initiative on foreign trade.
In the first meeting, it was decided to establish a body within SIS and named as “BSEC Coordination Center for the Exchange of Statistical Data and Economic Information” responsible for regional statistical cooperation and this decision has been approved in the MMFA of BSEC Countries held in Sofia on December 9, 1993.

Although the BSEC was founded as an organization focusing on economic cooperation, its founding members emphasized the need for peaceful settlement of disputes and conflicts, as stated in the 1992 Bosporus Declaration, because "the region is already faced by serious conflicts and...there is the danger of new tensions arising."
At the time of its foundation, some BSEC members were actively engaged in armed conflicts, such as Armenia and Azerbaijan in Nagorno-Karabakh; Turkey and Greece stood at the brink of war on several occasions in the Aegean Sea; and Russia was involved in conflicts in Georgia and Moldova.
Another reason the BSEC has acquired little influence is that some of its members were either already EU members (in the case of Greece) or anticipated EU membership in the near future (Bulgaria, Romania, and possibly Turkey).
