What the Clarke Award does for SF   (Site not responding. Last check: 2007-11-06)
There was already a long-standing and successful science fiction award in the UK, the BSFA Award, which was decided by popular vote, so the Arthur C. Clarke Award would be chosen by a jury.
The judges were to be chosen by the three bodies which supported the Award, the British Science Fiction Association, the Science Fiction Foundation and the International Science Policy Foundation (in time the ISPF dropped out and their place was later taken by the Science Museum).
I know of no winner of the Arthur C. Clarke Award that is not a rewarding novel whether or not you are a regular reader of science fiction; while the shortlists, which are almost as important as the winner, are invariably fascinating and revealing snapshots of the state of science fiction in any one year.
