Baator is also home to the devils, fiendish extra-dimensional creatures of pure Lawful Evil; the most populous variety of devils are the baatezu, a race which effectively rules the plane.
The layers of Baator are configured as a descending cone, with each layer successively lower than the one before it, as opposed to the Upper Planes of good alignment, where one goes higher to enter deeper into the plane.

I respectfully suggest that the only penalty for such a cleric on a differently-aligned outer plane is the loss of one spell of the highest available level for each plane removed, with the Outlands two planes from Mechanus, Elysium, Limbo, and the Gray Waste.

This was done to reflect the natives of the planes of extreme alignment producing more magic (notably the Abyss and Baator for the Blood War) and the popularity of items forged on the Outlands and their ability to be used equally well everywhere on the Outer Planes.

Extended extraplanar romping (more than a day) in hostile outer planes for my players is generally restricted to lvl 14+ or 60ish character levels, assuming the group isn't lacking for heals, utility spells, magical firepower, or melee DPS.
In a setting like planescape, where countless people live on every plane, I suppose there have to be safe locations almost everywhere, tho of course the lower planes are still inhospitable because of their denizens.
In that case, you can make an outer plane outright deadly for any mortal who engages in battles with the devils/demons/whatever, and the group has to use stealth, non-combat spells, skills, or even negotiations to get past the challenges.

If cast on an upper plane, on the other hand, it is reasonable that it will summon a celestial animal instead of a normal one...
