A further observation to be made is that whereas the Babati Tribunal (which caters to a semi- urban population) recorded a bigger number of criminal cases than civil ones, the opposite is true for the typically rural Madunga and Dareda Tribunals.
In Babati, for example, the rural communities are still predominantly patriarchal, in the sense that it is largely the interests of male elders which dominate.
One of the cases observed in Babati involved a local sheikh and a religious teacher (Maalim) but the handling of the case was so distinctively cautious that one could easily tell the case was an unusual one.

Based on a case study of Babati district in north central Tanzania the article defines the historical and political contexts in which these organs were established, and attempts an evaluation of their performance in light of their stated objectives, as well as of the broader meaning of the concept of justice.
The extent to which these objectives were being achieved, and whether the practices of the Tribunals have generally enhanced in greater justice, are the broad questions that this article addresses.
The Babati case study reveals that although faced by notable problems and shortcomings, the Ward Tribunals have met with considerable enthusiasm among the local communities, and their general performance has enhanced a sustained esteem.

Martin Tesa, a resident of Babati, while accepting that the ongoing rains are a threat to their residential premises, has nevertheless admitted that they were ordered to vacate the area as early as 1989 by the retired president Ali Hassan Mwinyi.
Babati town with an estimated 35,000 residents has been experiencing frequent floods, the most serious being those from 'el Nino' rains of 1997/1998 where some buildings were destroyed.
The problem was mainly in Babati on a farm called Mara Estate and was an ongoing problem between the farmer and the pastoralists for a long time.

These were officials of the Tanzania Revenue Authority (TRA) from Babati, the district headquarters which is barely 20 kilometres from the rocky bottom of the Kiru Valley.
It was because of the big potential for sugar cane that IPI earmarked the area for the installation of prototypes of mini-sugar plants in an effort to promote the technology as well as produce crystalling or table sugar for the local market.
The bone of contention, according to Kiru residents, is not the land problem as such, but the hostility that has existed between the estate owners and the local communities and the failure by the local (district) authorities to act accordingly on the clashes reported before the killings.

Politicians in Babati distirct in the newly- carved Manyara region are to blame for the never-ending land disputes that thave created enmity between peasants and commercial farmers, this paper has established.
Ibrahim Msengi, the Babati District Commissioner, admitted that local politics was an impediment towards solving the current hostilities between peasants and the commercial farmers.
The conflict between the haves and have-nots in Babati came to the surface in 2001 when the peasants killed a commercial farmer after his security guard shot dead a villager allegedly for grazing animals in his master’s farm.

Not long ago the forests of Duru-Haitemba, in Babati District, northern Tanzania, were being seriously degraded by encroachment, frequent fires and excessive timber harvesting.
Towards the end of the 1980s, forest officers in Babati District realised that Duru-Haitemba’s 9000 hectares of miombo woodland were threatened by a whole range of activities.
Most of the villages of Babati District now have title to the forests, and this, according to Kajembe, has been central to the success of the community-based forest management approach.

In Babati armyworms attacked 202 ha of maize and sorghum; while 80 ha of maize were infested in Arumeru district, no details of attack were available from Hanang district.

I request our government to reconsider and give all people in the country who are affected by the law a flat rate amount of money like “two million” Tshs which will at least enable them to move in new sites soon and without much stress.
They said they were warned by those officials that they were supposed to demolish them on their own efforts and no assistance from the government and if they will not do so, and wait for the government to do it should know that they will have to pay demolition services.
On arrival I realised that from Babati town as one move towards Dodoma, all houses are marked for demolition.
