Since its reestablishment in January 1, 1997, Bac Kan has conducted two ODA projects, which were transferred by Bac Thai province (currently Thai Nguyen province), granted by the Finnish Government and the World Food Organization.
It could be said that the capital sources offered by the two projects have been effectively used in the provinces agricultural and silvicultural development, specifically increasing the forest coverage in Bac Kan to 51% in 2001 from 40% in 1997.
These projects have played a crucial role to the provinces socio-economic development, especially in term of upgrading, building and improving arterial roads which shorten the distance between districts and provincial capital (for example, Road 256 to Na Ri District and Road 258 to Ba Be Lake).

Hung Dung, an official from the Bac Kan Province People's Committee said that under the agreement, Lamela would build a cement factory with an annual capacity of 1.2-1.5mil tonnes per year in order to satisfy regional demand.
If it is built, the factory would be the first foreign-invested project in Bac Kan, one of the poorest provinces in Vietnam.
Bac Kan currently has only one cement-making facility, which has obsolete technology and low output.
