Gloria Parreño, rabies coordinator of Bacolod, said this can be traced to low vaccination records in the previous year where only 12,016 canines were vaccinated compared with 141,142 vaccinations conducted by the province.
The increase in human rabies in Bacolod prompted the city health office, the city ve-terinarians office and the mayor’s office to conduct massive education campaign in schools and barangays and augmenting the budget for another 7,000 doses of vaccines for dogs—but simply, this was not enough based on the increase in cases.

Bacolod City Mayor Evelio Leonardia revealed that he is contemplating of holding a "Chicken Festival" as a means to combat the effects of the destructive text message, which branded Escalante City in northern Negros as the very first place in the country to be affected by bird flu.
The initial concept of the proposed festival is to have the public eat "for free" chicken inasal at the public plaza.
