Lower Saxony - Wikipedia, the free encyclopedia
Lower Saxony borders on (from north and clockwise) the North Sea, the states of Schleswig-Holstein, Hamburg, Mecklenburg-Western Pomerania, Brandenburg, Saxony-Anhalt, Thuringia, Hesse and North Rhine-Westphalia, and the Kingdom of the Netherlands.
The northwestern portion of Lower Saxony is a part of Frisia; it is called Ostfriesland (East Frisia) and lies on the coast of the North Sea.
Originally the region was simply called Saxony, but as the center of gravity of the Duchy of Saxony gradually moved up the Elbe, towards the present-day states of Saxony-Anhalt and Saxony, the region was given the name of Lower Saxony, which it bore as an Imperial Circle Estate from the late 15th century on.

In the Congress of Vienna Saxony was forced to cease its northern territories to Prussia.
Today Saxony also includes a little part of Silesia around the town of Görlitz which remained German after the war and for obvious reasons of unviability as a separate state, was incorporated into Saxony.

State Election, Lower Saxony, March 13, 1994   (Site not responding. Last check: 2007-10-12)
Less obvious, but perhaps more far-reaching, is that the election seems to have put an end to three trends of recent elections: voters' growing alienation from the major parties, declining voter participation, and increasing support for fringe, issue-driven "protest parties".
The election in Lower Saxony was not bereft of fringe-party voters, though the protest vote was considerably smaller than in other elections over the past two years.
In this context, asylum and immigration issues, the rallying points for the extreme-right bloc, seem to have lost their significance in Lower Saxony.

Since then, several German Länder, such as Baden-Württemberg, Lower Saxony, Thuringia, Mecklenburg-Vorpommern, Brandenburg, Berlin, Saxony as well as the Federal Government have followed the example and have, in one form or another, enabled their police and Federal Border Guards (BGS) to conduct dragnet controls (2).
Apart from this, the regional CDU fraction holds its own success criteria: it is of the opinion that the authorisation of dragnet controls "is in itself a success for the police, because they need the new legal basis on grounds of experiences deriving from praxis" (18).
The German parliament (Lower House) on the other hand has asked the government to evaluate arbitrary police controls conducted by the BGS before the limited authorisation order runs out at the end of 2003 (19).

The proposed law states that in schools "the wearing of signs or clothes which conspicuously display a pupil's religious affiliation is prohibited" and that the ban comes into effect at the start of the next school year in September.
