The Al Badr, currently an active terrorist outfit in Jammu and Kashmir, was proscribed by the Government of India on April 1, 2002, under the Prevention of Terrorism Ordinance-2001, which became the Prevention of Terrorism Act on April 28, 2002.

The Al Badr, according to official sources in Jammu and Kashmir, which was earlier operating under the banner of Hizb-ul-Mujahideen (HM), was encouraged by the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, to operate independently in the year 1998.
