From Baker City, head north on I-84 to Exit 302, then head east on Oregon State Highway 86 and follow the signs.
I didn't manage to see what the entrance fee was when we visited in the summer of 1999 but it appeared to be on a per-person basis rather than the usual per-vehicle basis, perhaps $5 per person.
