Alarmed by the victories and numbers of the invaders, he summoned the prophet Balaam, who lived on the banks of the Euphrates, to curse them, believing, like most of the ancients, in the potency of a curse to work evil upon those against whom it was pronounced.
Balak was the son, not of a king, but of an unimportant prince, and was for some time a vassal of Sihon, king of the Amorites.
Balak was himself a skilful sorcerer and knew that a great calamity was to befall Israel, but did not know how he could be instrumental in bringing it about, so he desired the assistance of Balaam.

This week's portion is called Balak, after the name of the Moabite monarch who sought to bring doom on the Israelites as they approached the end of their forty-year journey from Egypt to Israel.
Balak assumes that through the cursing (or more precisely, the casting of a spell of some sort) of Israel he will be able to defeat them.
The story of Balak seems to be about teaching that those believed to be gods, or to have supernatural powers, or to be capable of producing results through offering and incantation, are in fact not divine at all.

Balak’s men return to their master and report Bil’am’s response -- except that they make an important emendation to Bil’am’s response: “*Bil’am* refused to go with us.” This is not exactly how Bil’am himself had formulated it: Bil’am had said, “*Hashem* has refused.
But Balak’s men don’t notice this fine point, so in the game of telephone which is all of human communication, they flub it and change Bil’am’s answer and make it sound like Bil’am himself doesn’t want to do the job.
Balak’s thought, naturally, is that Bil’am must have refused his request because the messengers he sent weren’t important enough to give Bil’am the honor he felt he deserved, and because Bil’am wasn’t happy with the price (or didn’t think Balak could afford his fees for a house call).

Literally, Balak ben Tzipur means, "Balak, son of a bird," and the Midrash explains why he had this name.
Apparently, in Biblical times when magic was real and not merely sleight-of-hand, Balak was an expert at a particular magic that consisted of constructing an artificial bird and inserting the tongue of a real bird in its mouth.
Because of this "expertise," Balak was able to tell Bilaam the most advantageous places from which to curse the Jewish people, as we see later in the parshah.

We read the narrative of how the king of Moab, realizing that the strength of the Israelites was Supernatural, employed the gentile prophet and sorcerer, Bilam to use his dark “powers” to defeat them.
To his and his patron Balak’s chagrin, Bilam was forced to bless the Jewish People.
Balak hired Bilam, the gentile prophet to curse the Jewish People (this is the reference to our Torah potion.) This plan was thwarted, but his plot to use Midianite women to seduce Jewish men to idol-worship met with a level of success.
