Balance is a "harmonious equalibrium" while chaos is defined as "confusion, formless disorder." For balance to exist (for the room to be balanced) both balance and chaos must exist together equally, which is a clear impossibility because balance is a lack of chaos, while chaos is a lack of balance.
Also the sometimes postulated heat death of the universe with matter equally distributed and of like temperature could be seen as order or balance, by your definition.
