The songs on Balance of Power reflected Lynne’s sadness over Electric Light Orchestra’s impending demise, though he simultaneously couched his ruminations within the framework of a love affair that was on the decline.
Nevertheless, Balance of Power was plagued with a fatal flaw.
Balance of Power, then, was the transitional effort that allowed Lynne to close the book on Electric Light Orchestra and better position himself for the next phase of his career as a well-respected, if heavy-handed, producer.

The Electric Light Orchestra marked a distinct change in fortunes for Jeff Lynne as despite (in my view) writing the stronger songs on the previous Message from the Country album he was still largely living in the shadow of his more famous counterpart.
Balance Of Power was released three years after the previously critically slaughtered Secret Messages and saw the once eight strong Electric Light Orchestra reduced to the trio of Lynne, Tandy and Bevan.
Balance Of Power is in reality the final nail in the ELO coffin, after a break of three years one might of expected Lynne to come up with a completely fresh, or even a back to basics approach, but sadly this is neither.

Although this album might miss the great orchestra sound like on Out Of The Blue, as a popalbum it simply is great and far more personal than previous E.L.O. albums.
Balance of Power is for me the least ELO album since Eldorado, but still it deserves a place among the good works of my favourite bands.
But the overall feel of this album, if not a masterpiece as other earlier works, is a very fresh, joyful and funny record full of variety and with a couple of highlights from this outstanding band.

The platinum-selling double-LP, Out of the Blue, appeared in 1977, although the record's success was tempered somewhat by a lawsuit filed by Electric Light Orchestra against their former distributor, United Artists, whom the band charged flooded the market with defective copies of the album.
However, as Electric Light Orchestra's career descended, Lynne emerged as a sought-after producer, helming well-received comebacks from George Harrison (1987's Cloud Nine) and Roy Orbison (1989's Mystery Girl) and additionally re-teaming with both rock legends as well as Bob Dylan and Tom Petty in the hit supergroup the Traveling Wilburys.
In 1988, meanwhile, Bevan formed Electric Light Orchestra Part II with vocalist Neil Lockwood, keyboardist Eric Troyer, and bassist Pete Haycock; although Lynne filed suit against the group (hence the "Part II" tag), a self-titled LP followed in 1991, with a live collection recorded with the Moscow Symphony Orchestra appearing a year later.

1986's BALANCE OF POWER, the last ELO album to feature Jeff Lynne--the rest of the group re-convened as ELO Part II in the late '90s with cult-fave singer/guitarist Parthenon Huxley replacing Lynne--looks at first like a dubious attempt at '80s-style modernization.
The rest of the album is less immediately enthralling, but that's due to the slightly antiseptic, MIDI-heavy production, not the caliber of the songs.
The last ELO album from the Jeff Lynne years, 'Balance of Power' has some very poignant moments and some good rocking songs.

Their earlier albums are genuinely progressive pieces, and even their late-70's 'hit single' period produced many tracks of value to fans of progressive music.
The production excesses of "Secret Messages" and "Time" are gone but the melodic quality of the songwriting remains, managing to break through the then-fashionable minimalism and splashy drum pads to provide a fine set of concise, poppy tunes with two or three genuinely great ELO songs amongst them.
Then again, half of them would rank as low-points in a generally outstanding career littered with outstanding tunes, so a fair appraisal would be to say it's one of their worst but still has real value to fans of the mighty Lynne or ELO's more chart-orientated material.

I'd give "Balance of Power" 3 1/2 stars with the addition of the alternate mixes/versions and the inclusion of the two fine B-sides.
When this album came out, I was given great hope-- that Jeff Lynne was not at the end of his productivity as a song writer.

It is different than the usual album version in that there is an extra piano riff at the beginning of the song before the drums come in (the album version has two sequences, the reel-to-reel version has three) and the piano is mixed much louder over the instrumental bridge.

A typical mid-eighties album in sound, with electronic drums, synthesizers and a sax in two songs, but I still like this album.
The recording and mixing of the album sound very typical "digital" of the 80s, but it`s good, but maybe a bit saturated.
Jeff Lynne was maybe tired and sad, but in this album he still produced music with quality.It is mainly a Pop Rock album of the 80s, but it was, IMO, a good way to say "goodbye" from ELO then.
