This article is about the Cold War (A state of political conflict using means short of armed warfare) policy.
It describes the tenuous peace that existed between the two countries as a result of both governments being terrified at the prospect of a world-destroying nuclear war.
Previously, the empires had prevented war between each other by maintaining a relative balance of their ability (economic, military, and political) to wage war against each other--the phrase "balance of power (An equilibrium of power between nations) " was often used to describe this kind of tentative peace.

Terrorism is generally understood to be a form of politically inspired violence that is distinguishable in some manner from "conventional" war.
When the balance of power shifts in favor of a particular actor, it can negotiate concessions from other actors peacefully if the new balance of power is acknowledged by them (and, hence, implicit in their negotiating positions).
Terrorism became a more effective instrument of policy for the PLO after its leadership announced its support for a two-state solution in the 1970s because the demand for an independent Palestinian state in the West Bank and Gaza did not constitute a negation of Israeli nationalism.

The purpose of this atomization of the globalized ‘balance of terror’ was twofold: a) to instill stability at the core of the two competing political universes and b) to ‘police’ lesser or emergent powers by restricting their policy options to a ‘necessary choice’ between the existing Cold War politico-military and socio-economic camps.
This balance of terror was therefore a deliberate, purposeful, and sustained impression of intense fear in an adversary predicated upon an ethos of immeasurable violence.
In the end, the balance of terror discouraged either side from attacking the other or from attempting to unilaterally alter the status quo in Europe: their primary line of ‘defense.’ The Cold War functioned differently in the so-called Third World particularly in regard to its imaginary.
