In the year 2510 of the Third Age, the fierce Easterlings known as the Balchoth waged open war against a weakened Gondor, and had already overran most of Wilderland.
In 2510 the Balchoth crossed Anduin on numerous lands, passing into the Wold in the north of the Gondorian province of Calenardhon.
The Éothéod crossed the Anduin at the Undeeps of the river, and broke on the rearguard of the Balchoth.

Balchoth did not intentionally trick you in any way, and informed you in a timely manner of needed pull out from Wain ops.

During the rule of the Steward Cirion Gondor faced a series of attacks by the Balchoth, and Calenardhon was overrun by these evil people.

If I had it to do all over again I would have taken out both Balchoth and Rhun, I thought I had time anyways even after letting them off the hook but I didn't count on Rohan intervening on their side, the Rohan intervention was pretty decisive unfortunately.
Since both Rhun and Balchoth tricked me (in a very clever way), they were the first to use fraud against me, so after that any use of fraud or force on my part was justified in self-defense.
Naturally though, even though I was the victim of their initial act of trickery, they convinced everyone else that I was the bad guy and that they were the victims.

Unfinished Tales mention two groups of people - The Wainriders and the Balchoth - who were enemies of the Gondorians and the Eotheod.
In the notes the the Chapter Cirion and Eorl, the meaning of Balchoth is given as 'a mixed word of popular speech, from Westron balc "horrible", and Sindarin hoth "horde", applied to such people as the Orcs.
In the chapter on Cirion and Eorl, the lands were described as being "infested with Balchoth" - the use of such a word reduces the Balchoth to subhuman status - "infested" is more commonly used with regards to rodents, insects, and other pests.
