Ballarat East became a municipality in 1857 and both were declared boroughs in 1863.
Ballarat West was declared a city in 1870 and Ballarat East followed suit in 1872 (they were merged in 1921).

The construction of a grand trunk line of railway, stretching from Geelong to Colac and Camperdown, thence to Hamilton, and then on to the south Australian border, was what has become familiarly known as the ‘fl line’ of railway.
The line was to have been completed by 30 June 1882, but repeated delays arose through the inability of the railway department to supply the rails at the stipulated time, and in sufficient quantity, which caused a great loss to the contractors.
Railway Construction Act 1884, a line from Mount Moriac to the forest (eleven miles) was authorised; another from Birregurra to the Cape Otway forest (twenty miles); and a third from Ondit road to Beeac, a distance of eight miles: these lines are now in course of construction.

It is thought that the hot, dry and somewhat dusty conditions of western Victoria finally forced the family to look elsewhere for their livelihood and sometime after 1890 they chose the lush green pasture land, several hundred miles south and to the east of Bacchus Marsh, near Leongatha in Gippsland, Victoria.
One of their jobs was to keep the line clear between Tarwin and Meeniyan, the next station on the line.

The fleet and goodwill of the Blue Anchor Line was purchased in 1910 and the PandO Branch Line was formed to cover the Australian service.
Controlling interest in the Orient Line was acquired in 1919, along with the British India Steam Navigation Company and control of the Eastern and Australian Mail Steam Ship Company, which therefore became part of the PandO group.
In 1972 the Strick Line was purchased and in 1974, Princess Cruises was purchased.

The State Electricity Commission of Victoria, the former State-owned electricity generator and distributor acquired the tramway systems at Ballarat, Bendigo and Geelong as part of the acquisition of privately-owned electricity companies in a number of centres.
The line to Golden Square was on the Calder Highway which connected Melbourne to Bendigo.
This meant that the rear passenger door was not adjacent to the drivers cab, and that wire rather than solid passenger barrier doors were installed.

But on March 3 1854, the first telegraph line in Australia began operation (six months before the first Australian railway line was opened between Melbourne and Port Melbourne on September 12) and McGowan himself was gazetted as general-superintendent of the new electric telegraph of Victoria.
Within three years Victoria was webbed with a network of overhead telegraph lines from Melbourne to Portland near the South Australian border, and north and north-west via Wangaratta and Wodonga to the Murray River.
In February 1858, McGowan travelled to Tasmania to consult the Government regarding the connection of Tasmania to the Victorian system and in July 1859 McGowan left Victoria on board the SS Omeo to supervise the laying of what was to be the longest cable in the world (at that time).
