Balloon bomb attacks on the US
The balloon bombs were basically the Japanese version of the Nazi V-1 and V-2 rockets, but much less technologically advanced and very much less effective.
Yet the entire balloon bombing program is something that most Americans today are not familiar with (along with the Japanese submarine shellings of Fort Stevens and Santa Barbara, and the plane bombings of Oregon.) It's all a really fascinating historical area of World War II.
The balloon bombs couldn't really be aimed except for letting them go and figuring the ballast/timing mechanism would get them to drop somewhere over the U.S. Although there are a lot of cities in the U.S., there's also a lot of open space, especially in the western half of the continent.

Water balloons are typically used as 'grenades' in water gun fights, and are just as typically used by themselves in water balloon fights.
Normal balloons (that are typically filled with air) may also be used as water balloons, but are not typically preferred because they are not specially designed for water.
Another form of the water bomb is a sheet of paper folded to form a roughly spherical container (see Origami) capable of holding water for some time.

General information about balloons from Fiddlers Green
The mobile balloons were moored to motor vehicles, ships or ligi-iters and were seldom raised to altitudes of more than 1,970 ft. There was no denying that the balloons were vulnerable, but gathered estuary and other waterways of similar importance had to be denied to enemy minelayers as much as possible.
Balloon Command also toiled during the preparations for the invasion of northern France in 1944 and afterwards had 4,000 men engaged when these bridgeheads on the Channel Coast were established.
Whenever the balloon sank to a pre-set minimum altitude, either due to loss of gas or because it was cooled down, a fuse was ignited and two of the sandbags were dropped.
