The statute also requires counties claiming a road to notify all affected landowners by publication in a newspaper and by mailings included with the property tax notices of the year before and the year after the county's adoption of the county road map that includes the disputed roadways.
The law authorizes landowners to protest the county's claim in the proposed map that a particular road is a public road by lodging a protest during a public meeting or by filing a written protest with the county judge before the public meeting.
Once the county adopts its road map, an affected person wishing to challenge the county's claim of a particular road included in the map must file suit in district court no later than the second anniversary of the date upon which the county road map was adopted.

The county retained ownership of the structure after a larger courthouse was erected in 1890.
These three county buildings, varying in scale, design and construction date but all built of local materials, are evidence of the boom-town growth of post-civil war Bandera (and Texas as a whole) which stopped in this town and then dwindled in the 20th century.
