While the event is conducted in Bangalore, the BLUG facilitates the event, just as the local FOSS group in another city were to facilitate the event, were it to be held in that city.
I wasn't aware of any entity named Linux Bangalore as long as I was part of the BLUG and organising/helping organise the event.
