Euromoney Banking reform moves up the agenda Author: Kate Luxford Features - March 2004 Iran's banking sector is dominated by five large state-owned commercial banks, accompanied by five smaller ones, which are required to conform to Islamic banking principles.
Private banks are now estimated to account for around 5% of the system's assets and are being closely monitored by the central bank.
The central bank is expected to issue more licences soon, and this is clearly one way in which the banking sector can be gradually reformed.

 Iran's Banking History - Bank Refah
"Bank Sepah" was the first Iranian bank established with Iranian capitals in 1925 under the name of Bank Pahlavi Qoshun, in order to handle the financial affairs of the military personnel and set up their retirement fund, with primary capital of 388,395 tomans.
Number and tasks of each bank’s board of directors are based on the bank’s constitution, and managing directors are appointed by Banks’ General Assembly based on the verdict of Banks’ Supreme Council.
Bank Refah was founded in June 1960, in accordance with Note 39 of the previous year's Budget Law, with the aim of providing welfare and facilities in order to meet the workers' needs.

If the Bank is right it can obtain a court order against the customer and he has to bear the costs of it doing so even though he has done nothing wrong and he must accept any loss that the freezing of his account has caused him.

Bank Mellat, Iran's largest lender, officially filed for an application on Friday to open a subsidiary in South Korea, the country's top financial watchdog said.
The official application came after the Iranian bank, also the world's 419th-largest lender by assets, was found in early December to have been pursuing opening a subsidiary in South Korea, the first time for a foreign lender to set up such a subsidiary in the country.
Bank Mellat opened a branch office in South Korea in June 2001 that has 25 staff and handles trade finance.

The facility, which could be availed by any of the seven Iranian banks -- Bank Mellat, Bank Melli Iran, Bank Sepah, Bank Sedarat Iran, Bank Tejarat, Bank of Industry and Mine and Export Development Bank -- has a credit period of up to eight years, a bank release said in New Delhi on Tuesday.
The $200 million LoC was signed by Exim Bank's CEO T C Venkat Subramanian and the representatives of seven banks in Iran, in the presence of Prime Minister Atal Bihari Vajpayee and Iranian President H S M Khatami on January 25 in New Delhi.
Highlighting the hydrocarbon resource base of Iran, the bank said it included 90-95 billion barrels of crude oil, which was around 10 per cent of the world's known oil reserves and 17 trillion cubic metre of gas.

Export-Import Bank of India and Bank Markzi Jomhouri Islami Iran (Central Bank of Iran) recently signed an agreement for a letter of credit refinancing facility for $20 million to finance India's exports to Iran.
Exim bank has designated the Bank of Maharashtra, Union Bank of India and UTI Bank as the advising/negotiating banks in India, which will be reimbursed by Exim Bank.
The agreement was signed by R M V Raman, executive director on behalf of Exim Bank and A Erfan, director and N Falhatchain, area manager, on behalf of Bank Markazi.
