The Bank of Credit and Commerce International (BCCI) was a major international bank founded in Pakistan in 1972.
The Bank of America was "bewildered" with BCCI and reduced its holding in 1980, and the company came to be held by a number of groups, with ICIC owning 70%.
Following the report, the bank's liquidators launched the Three Rivers vs. Bank of England case, on behalf of thousands of BCCI creditors who are suing the Bank of England for its failure to properly oversee the bank.

Bank of Credit and Commerce International (BCCI) was a major international bank.
The bank was "almost certainly" insolvent by 1977 in that it was using cash from deposits to fund operating expenses rather than making investments, a take on a Ponzi scheme.
In October 1985 the Bank of England and the Central Bank of Luxembourg ordered BCCI to change to a single accountant, alarmed at reported BCCI loses on the commodity and financial markets.

As it was, regulatory suspicion towards BCCI required the bank to deceive regulators in collusion with nominees including the heads of state of several foreign emirates, key political and intelligence figures from the Middle East, and entities controlled by the most important bank and banker in the Middle East.
The FDIC approved Ghaith Pharaon's purchase of the Independence Bank in 1985 knowing him to be a shareholder of BCCI and knowing that he was placing a senior BCCI officer in charge of the bank, and failed to confer with the Federal Reserve or the OCC regarding their previous experiences with Pharaon and BCCI.
The Bank of England, by a series of circumstances, became the kingpin in supervising and overseeing the supposed demise of BCCI.

Altman agreed today to forfeit $5 million to settle charges by the Federal Reserve Board in the complex BCCI case, marking the final chapter in the government's nine-year pursuit of the two men.
For nearly a decade, bank regulators, the Justice Department and the district attorney of New York (where BCCI had an office) tried to determine the relationship between BCCI, a global bank owned by Middle Easterners who were not allowed to own a U.S. bank, and Clifford and Altman.
In July 1992, Clifford and Altman were indicted on criminal charges of fraud and lying to banking regulators in the BCCI case by both the Justice Department and the district attorney of New York.
