France’s economy was hurt by the United States attacks of September 11 and by the poor results of the German economy.
France openly admitted that they will not cut back on their deficit spending so the ECB is hesitant to cut interest rates.(Cooper and Madigen) This was bold move for French Government and the Banque de France, because they were deliberately defying the European Union, the ESCB, and the ECB.

LONDON (CNNfn) - France's central bank is investigating whether a recent rush of lending to future-minded telecom companies is putting a strain on banks in France.
The Banque de France said Tuesday it's looking into whether the massive financing demands of telecom buying next-generation UMTS phone licenses throughout Europe are sucking in an overly large portion of lending by French banks.
In its monthly bulletin, the Banque de France, one of the members of the European Central Bank network of 11 countries, said it and France's bank commission are "studying, under the aegis of its regular risk assessments, the exposure of French banks in this sector, in particular as far as mobile telephony is concerned."

Just in case the previous very brief answer wouldn't be clear, you can only exchange the bills at the national bank (Banque de France, roughly the equivalent of the US federal reserve) or its subsidiaries, not in any french bank.
Not sure all Banque de France branches do coins but this one was two years ago at least.
The Banque de France stopped doing that on February 17 of this year.
