Barisan Alternatif (BA, Alternative Front in Malay) is a coalition of Malaysian opposition parties, formed as a counterweight to the ruling Barisan Nasional.
From the very beginning, the alliance had been strained by PAS's unwillingness to publicly renounce its aim of making Malaysia an Islamic state, a position that was anathema to Malaysia's 45% non-Muslim minority, although a temporary compromise was achieved when PAS did not include the issue in the joint manifesto.
Shortly after the September 11, 2001 terrorist attacks, the DAP announced its withdrawal from the Barisan Alternatif on September 21, 2001.

The Barisan Nasional is a legally registered party while the Barisan Alternatif is but a mere ‘understanding’ that does not have a legal leg to stand on.
PAS needs to do this to ensure that the Barisan Alternatif has a better chance at forming the next federal government and not remain a mere regional government.

Barisan Alternatif, on the other hand, would not be viewed as controlling 55% of the seats as PAS would probably get 20%, Keadilan 20% and DAP 15% of the seats -- or something like that.
The opposition Barisan Alternatif would have never formed the government even if it had won the 1999 general election.
