The road was made a toll-road by a charter form the Provisional (territorial) government, and the rates of toll fixed at five dollars for a wagon and team, and fifty cents for a single animal.
William Barlow, the subject of this sketch, was born September 26, 1822, in Marion county, Indiana, and in 1836 settled with his father in Illinois, and in 1845 came out to Oregon, performing a journey, the details of which are found in the sketch of his father.
Barlow is a man of public spirit, and fond of enterprises which bear fruit in the development of the country, and is also quick to see the business bearings of a speculation.

Foster was also an entrepreneur, partnering with Sam Barlow in constructing the Barlow Road in 1846, operating a store in Oregon City, and founding a flourmill and cattle company with Dr. John McLoughlin, known as the Father of Oregon.
Foster bought a 640-acre land-claim in Eagle Creek in 1847, which he developed for the arrival of emigrants traveling the Barlow Road, the "last leg" overland segment of the Oregon Trail.
Every overlander who kept a diary on the trek over the Barlow Road to Oregon City wrote of Fosters "place." Most wrote that they had finally found the "paradise" they were seeking.

The Barlow Road's elevation was also a source of difficulty for the emigrants, as snow and icy fog are commonplace on the mountain during the fall.
As Barlow's original toll gate was on the east side of the mountain, weary and frustrated emigrants cursed him for collecting tolls from dead people -- that is, charging tolls to people who would die while attempting to follow his road into the Willamette Valley.
With the Barlow Road open to traffic in both directions, it became a true thoroughfare, and emigrants were gradually displaced by stagecoaches and freight wagons.

Upon reaching the end of the wagon road at The Dalles in Oregon, Barlow decided to attempt the first wheeled vehicle crossing of the Cascade Mountains instead of taking the usual raft trip down the Columbia River.
However, the road failed to become profitable because many who used it could not afford to pay or were allowed to pass by a tolerant keeper.
Ownership of the road was transferred to the State of Oregon in 1919.
