letsrecycle.com - News and information for the Recycling and Waste Management Community
Barnet became the first local authority in the UK to introduce a compulsory recycling scheme in early 2004 (see letsrecycle.com story).
Still the only council in the UK to employ a compulsory system for recycling, Barnet is using provisions of the Environmental Protection Act 1990 as a legal basis for its compulsory scheme, and if the approach is ultimately successful other councils could follow suit.
Barnet has said that most households joined in on the scheme after the initial letter, and as each phase of the compulsory system has moved on, more households have started recycling, leaving only the Totteridge household remaining.

The controversial sale of Barnet FC's Underhill Stadium from the council to the club is to be investigated for a fourth time at the request of a senior member of Barnet Conservatives, bringing the total amount spent on looking into the sale to just under a quarter of a million pounds.
Although council leader Victor Lyon said on Tuesday the issue of the sale was a closed book', some cabinet members have said they are dissatisfied with the previous three investigations and approached the external auditor, Price Waterhouse Coopers, with a view to securing another investigation.
In February 2002 Barnet Council, a Labour administration at the time, sold the freehold of the stadium to Barnet Football Club Holdings Ltd, whose sole director is Barnet FC chairman Tony Kleanthous, for £10,000.

In what is believed to be a national first, all those living in Barnet's 113,000 houses are now required by the council to separate and recycle their household rubbish using the local kerbside collection service.
While some other councils currently have red and yellow card schemes in place to deal with those who refuse to comply with waste collection services, this is the first local authority in the UK to impose fines according to Alice Roberts, spokesperson for the Local Government Association (LGA).
Barnet Council was set a recycling target of 27% for 2005/06 by the government, but this was raised to 30% through a local public service agreement.
