The council elects its own president, and by vote confirms or rejects the names sent to them by the Mayor for places upon all the commissions and boards of the city.
The scope of the council is far-reaching, covering with its advice and authority the expenditure of millions of dollars annually, and with a watchful eye guarding the great army of municipal ramifications of a city of 300,000 inhabitants, as a father watches the interests of his child.
The needs and requirements of the different departments of the city government pass muster before the common council, which on organization day at the beginning of each year is divided and subdivided among the different aldermen, by forming committees for the care of the several interests, so that the labor falls upon all alike.
