The decision by tribunal member Barrie Unsworth means overseas-born ALP members will be able to vote in local branch elections, despite being ineligible to vote at federal elections.
Mr Unsworth upheld an appeal by the party's right-wing faction against rules passed at the ALP state conference in May. The new rules said any members voting in local branch elections had to have been members for at least two years and be enrolled to vote in federal elections.
Mr Unsworth also overturned a new rule that effectively meant that people had to be party members for two years before they could vote in the forthcoming local branch elections.

Another factor in Barrie's demise was the gun laws, which saw a quite a few country ALP members (remember them?) lose their seats, such as Harold Mair* in Albury.
I was on hols interstate recently when I had one of those brushes with fame we mortals occasionally experience - Barrie and his wife were dining at the next table.

The NSW Right has been similarly dismal, failing miserably to beat the corrupt Robin Askin and losing horribly whenever it put up one of its own favored sons as a leader or contender for any position of substance (Pat Hills, Barrie Unsworth, Michael Lee and almost certainly Morris Iemma as well).
This myth of the ability of the Australian gun lobby to make or break governments took hold in the ALP across Australia, leading to years of inaction on the issue despite a string of shooting tragedies like the Hoddle Street massacre in Melbourne.
Actually, it was Barrie Unsworth, favoured son of the NSW Right, Premier from 1986 to 1988 who with great precience lamented that it would take a gun massacre in Tasmania before anyone would take gub control seriously.
