When Bart Peterson was elected mayor of Indianapolis in 1999 -- defeating a better-known opponent, Republican Sue Anne Gilroy -- he became the first Democrat to win that office since 1963.
Like Bayh, Peterson was a Democrat who focused on conservative issues such as increasing police protection and character education, and he was successful at making the focus of the election his "Peterson Plan" list of objectives he would pursue as mayor.
In the general election against Gilroy, Peterson made the centerpiece of his campaign a thick document dubbed "The Peterson Plan." Gilroy attacked the proposals, but was not successful at changing the subject to her own ideas and Peterson won by a surprising 52 percent to 41 percent margin.
