ATSDR- COMPARISON OF DIOXIN SUBREGISTRY BASELINE
Baseline and identifying information was collected using the Health Effects Survey (HES) questionnaire constructed to elicit, along with health information, information on exposure risk (that is, residential history; type, frequency, and duration of recreational activities; and occupational history).
For the baseline activities, information was obtained for 250 persons (246 living and 4 deceased); for the first followup, 226 persons (221 living and 5 deceased); and for the second followup, 208 persons (203 living and 5 deceased).
A year or more before the baseline interview, a registrant might have been told that he or she had (or was treated for) one of these 12 health conditions, but was not being treated at the time of the interview.

This statement specifically supplants the official statement on the baseline which may be found at http://balance.wiw.org/~jkominek/lojban/9703/msg00012.html and approved motions regarding the baseline in the 1996 and 1997 annual meetings, and well as impromptu comments by Bob LeChevalier over the years.
When that baseline was declared, it was expected that a collection of word lists would be published shortly thereafter in lieu of a dictionary, that upon that publication, the documented lexicon would be baselined, and the combination of lexicon and reference grammar would be frozen for a minimum of 5 years while language usage grew.
Baselines are declared so that everyone has a single image of what the standard for the language is, for purposes of discussion and usage.

 Centrists.Org - Long-Term Baseline Homepage
CBO's baseline is the benchmark against which it estimates the cost of proposals to raise or cut federal spending, and the Joint Committee on Taxation (JCT) uses CBO's baseline projections for revenues as the benchmark for its estimates of tax bills.
CBO's baseline assumes that federal tax laws and entitlement programs remain unchanged, and that discretionary spending (that is, spending appropriated for non-entitlement programs, such as defense and domestic programs) grows at the rate of inflation.
At this point, however, CBO's baseline presents a serious problem for policymakers: It is not useful as a rough forecast of federal spending and revenues.

More reproducible baseline correction can be obtained, useful in defining a protocol for processing QC data, to insure that the same conditions are used each time.
The recommended procedure is to examine slices using View (VW) to determine which regions represent "good" baseline throughout the dataset, and then use FB to select those regions and create a mask.

The baseline is also used to develop cost estimates for the President's budget and to analyze impacts of alternative policy scenarios.
In particular, the baseline incorporates provisions of the Farm Security and Rural Investment Act of 2002 (2002 Farm Act) and assumes that current farm legislation remains in effect through the projections period.
As such, the baseline is a neutral backdrop, reference scenario that provides a point of departure for discussion of alternative farm sector outcomes that could result under different domestic or international assumptions.

 Centrists.Org: No-BS Long-Term Budget Baseline (Jan. 2004)
Centrists.Org's new baseline is mostly unchanged from the previous projections, which were issued in August 2003.
This baseline assumes that the answer is "No," and that discretionary spending continues to grow at the same rate as GDP (the assumption we used all last year, which actually undershot spending trends a little).
Specifically, the Centrists.Org baseline now equals the CBO baseline, plus CBO's estimate of the revenue and debt service costs of extending expiring tax cuts and CBO's estimate of holding the growth of discretionary (non-entitlement) spending at the same rate of growth as nominal GDP.
