Fino was in his rebellious southern city of Gjinokaster when his name was mentioned in the Albanian capital, as the possible prime minister in the government of national reconciliation.
Bashkim Fino was not a known figure on the Albanian political scene and it seems that this very fact was decisive for his appearance as a formula of compromise between the conflicting parties.
In the first free elections for local authorities in 1992, as a candidate of the Socialist Party, Fino was elected mayor of Gjinokaster, a significant administrative and cultural centre in the south of Albania.

Late-night efforts by Fino yielded no agreement but he began a new round of negotiations with parties in his so-called national unity government on Wednesday morning, politicians who asked not to be identified said.

Armed guards organized by the committee together with police officers loyal to Tirana's national reconciliation government of Prime Minister Bashkim Fino successfully confronted the gang and forced them to release Gioleka and the police officer.
A day earlier Fino met with U.S. secretary of state Madeleine Albright in Washington D.C. Albright voiced support for Fino's government and denounced Berisha's "parliamentary maneuvers which undermine the efforts toward bringing a solution to the crisis in Albania." On May 16 however Berisha dissolved parliament and officially proclaimed elections for June 29.
On May 19 the eight parties that are part of the government reiterated their threat to boycott the elections and gave Berisha three days to accept an election law that will be more favorable to them.

We learn that two ex-premiers, Bashkim Fino and Leka Meksi, are writing books (of memories, I suppose) about their experiences as heads of Albanian governments.
With the total freedom of publication, the reader disappeared, and authors couldn't hope but to be read by each other (or at least listened to, in parliament).
Meksi and Fino will certainly write clever and useful memories, and further contribute to the fusion between power and civil society in Albania.

Fino, who arrived by helicopter in the rebel-held stronghold of Gjirokastar, told reporters he was in the region to meet the "legal representatives of local power and public order" but quickly moved to discussions with rebels and elected officials alike.
During the discussions he said he and President Sali Berisha had accepted the resignations of top Shik officials Monday.
