Hush (comics) - Wikipedia, the free encyclopedia
When Hush finally revealed himself to a worn-out Batman, the Dark Knight was saved only by the intervention of Harvey "Two-Face" Dent, who had secretly returned to the side of the law and alerted former police commissioner James Gordon to the going-ons.
Although Batman felt certain that Hush indeed was Thomas Elliot, the Dark Knight regretted the fact that he'd never had the chance to actually unmask the villain.
In their attempt to destroy the Batman, Hush and the Riddler manipulated several other villains to do their bidding.

Batman: Hush (Volumes 1 & 2) - Jeph Loeb, Jim Lee, Scott Williams - Graphic novel review
Although the story is far from being as central to the Batman mythos as Year One, The Killing Joke or The Dark Knight Returns, it's a fun march through Batman's history, revealing a few secrets and managing to pull a few surprises.
But let's start with the title: Hush has a number of layered meanings in this book, but perhaps most of all, it's a plea to the reader not to reveal its secrets to those who haven't read it.
That it originally ran within the normal course of the Batman comic has allowed it to make a few changes and take a few liberties, but it's the artwork that makes it special.

We use those indexes and publisher sales data to estimate a sales number for Batman (the anchor title diamond uses in its calculations), and use that number and the indexes to estimate Diamond's sales on the remaining titles.
Because of that change, we will not be able to do year over year comparisons until February of 2004, but in general, it's an improvement to have actual numbers to work with rather than preorders, which have significant differences from sales.

My point is this, Hushs "intended result" doesn't need to be known to see how well written this story was and that Hush probably holds the honor of being the closest Batman villian to finally defeat the bat.
"Hush" was somehow wherever Batman was (and yes, the notion of some sort of tracking device implanted in Bruce's head was fine, but they really didn't do much with it).
Hush was a pathetic villain whose motives were unclear, whose origin was absurd, whose "powers" were never specified (just check out the new comic book with "The Return of Hush" to see him as some sort of powerful murderous commando as an example of what I mean).

In modern comics, Batman is shown to have become steadily paranoid over the years and tends to not trust other heroes, even those he has known for years, like Superman, and some enemies have used this to isolate the Dark Knight.
After the introduction of DC Comics' multiverse in the 1960s, it was retroactively established that the Golden Age Batman lived on the parallel world of Earth-Two.
In recent comics, the idea was introduced of Batman being an urban legend; however, this notion is contradicted by various previous stories.
