Granted, a lot of what Kitano tells the class is expository in nature - you would expect them to know the background and provisions of the BR act - but he also serves to bring home to the startled students the reality of their situation.
Given that the BR Act has being going for several years, and gets heavy media coverage - as demonstrated by the media scrum in the opening scenes - surely truancy would rocket around ‘Battle Royale time’, regardless of what school trips were on offer.
The film proper starts with a media scrum closing in on a helicopter carrying the latest survivor of the Battle Royale - a blood drenched girl who’s clutching her rag doll… and smiling.

Named after the Fighter Squadron that flew out of Biggin Hill in the second world war, the locomotive ' 92 Squadron' first appeared in 1948 carrying the Southern malachite green livery but with newly formed British Railways name on the tender.
SR malachite green and number as worn in 1947 at the time of nationalisation.

Battle Royale takes place in an alternate timeline or future (The book specifies the year as 1997, suggesting an alternate present) where Japan is a police state known as the Republic of Greater East Asia.
The major difference between the Japanese and TOKYOPOP version is that Giffen rewrote the BR program as a Reality TV show program, rather than keeping it in tune with the BR Act, which leaves plotholes thru the panels of the manga, especially in Volume #15.

If the BR has been taken and you find a Plasma Pistol, then grab yourself a Covey Carbine and use it exactly the same way you would a Battle Rifle.
