From 1799 to 1802 he represented the Monmouth boroughs in the House of Commons, and from 1803 to 1823 sat for Gloucestershire.
He commanded his regiment at the battles of Talavera and Busaco, and in 1810 received a colonelcy and the appointment of A.D.C. to the king.
In 1811, along with the 3rd Dragoon Guards, the 4th Light Dragoons fought a notable cavalry action at Usagre, and in 1812 Lord Edward Somerset was engaged in the great charge of Le Marchants heavy cavalry at Salamanca.

Following the successful conclusion of that campaign, Arthur was appointed to the supreme military and political command in the Deccan; while in that position he defeated the robber chieftan Dhundia Wagh (who had ironically escaped prison in Seringapatam during the last battle of the Mysore war) and the Marathas (in 1803).
He defeated the French at the Battle of Roliça and the Battle of Vimeiro in 1808.
Returning to Iberia in April 1809, he defeated the army of King Joseph (Bonaparte) of Spain at the Battle of Talavera in 1809, then drove French forces out of Portugal entirely in 1810-11.

In the Battle of Busaco, the 45th again distinguished itself, leading the attack on a dense column of the enemy troops which had reached the crest of the hill.
However,at the Battle of Inkerman the Russians, 30,000 strong, attacked and found the 95th as one of the regiments on outpost duty, fighting stubbornly in small parties to hold on until the repeated British bayonet charges caused the Russians to withdraw.

The final act of the battle saw an attempt by Ruffin's division to outflank the allied line by attacking north of the Medellin first stalled by threats from allied cavalry then abandoned as news arrived of the failed attacks elsewhere.
Wellesley's losses of 5,400 were more than 25% of his entire force and, with a fresh army under Soult threatening to cut his lines of communication, he was compelled to withdraw his army towards Portugal and safety.

Although it did not result in a Battle Honour, this was one of the most glorious battles ever fought by the Brigade of Guards.

The regiment was part of Wellesley's army which landed in Portugal in July 1808 and was present at the Battle of Vimeiro, where the French Marshal Junot was defeated.
At the Battle of Salamanca in July 1812 the Queen's once again showed their mettle, but lost 109 men.
They were present at the Battle of Vittoria in June 1813, and subsequently took part in the battles of the Pyrenees and Nivelle, and finally in April 1814 the Battle of Toulouse.
