Westbroek isn't meant in terms of civil rights, but rather for the elected branches to determine.

Plans by Linklaters to launch a heavyweight Dutch practice with a raid on De Brauw Blackstone Westbroek have drawn the two former allies into an acrimonious row.
A key line of defence in De Brauw’s battle against a Linklaters raid is the 1998 Linklaters & Alliance agreement, which protects a firm pulling out of the old alliance from being raided by member firms.
De Brauw has much riding on its ability to stop senior partners departing for Linklaters, as Dutch rivals believe the loss of a handful of senior lawyers would be a major blow to a firm still attempting to re-establish its independence.

A key source close to the situation, (actually a media member planted in the crowd by Westbroek to lob easy questions during Westbroek press conferences that Westbroek can hit out of the park) said the letters were wore off of Westbroek's keyboard, the keys were cracked, and the keyboard was useless.
Hundreds of underpaid (due to America's absurd minimum wage) retail workers are anxiously awaiting Westbroek's decision of where to purchase a keyboard.

Linklaters appears to have finally won its battle to establish a Dutch law capability.
In 2002 the Netherlands' largest firm De Brauw Blackstone Westbroek ended its formal alliance with Linklaters, having rejected merger advances from the magic circle firm (The Lawyer, 15 April 2002).
Sources close to the firm said it preferred the "cultural advantages" of being an independent Dutch firm rather than feeling secondary to Linklaters' London office.

The well disciplined Tigers turned the table on the much experienced Dutch club as Shawn Hindy delivered on his team’s first penalty corner for an early 1-0 lead.
Goalkeeper Jason Wellings did his part by keeping the Boekaniers, and especially the dangerous Rochus Westbroek, at bay as the buzzer sounded ending the first half.
Second half started with classic play by both sides and after a seesaw battle, Lombi showed why he is a star, drawing Harjinder Singh out on a nifty move to give his side a 3-1 lead.
