It is so-called because of its geographical location, and the fact that several of its suburbs have the term 'Hills' on their names, such as Pennant Hills, Castle Hill, Baulkham Hills and Winston Hills.
The Hills District is characterized by its relatively affluent households, usually families living in low-density housings.

The Baulkham Hills shire already has the highest level of car ownership per household in the Sydney metropolitan area, with a staggering 69 per cent of households owning two or more cars.
Baulkham Hills Shire council reports that many of its applications for new houses contain garage space for three cars as well as two extra parking spots out the front.
Roads are buckling under the stress and the population of the area is to rise to half a million by 2020 as a result of the Rouse Hill development.

Councillors at Baulkham Hills Shire cost ratepayers $1.3 million in fees, expenses and other costs over the past financial year, up to six times the amount reported for other Sydney councils.
Baulkham Hills said the cost of holding elections was included in its total figure, but even without that cost - $318,602 - it was nearly five times Manly's sum.
The Mayor of Baulkham Hills, Sonya Phillips, defended the spending as "pretty frugal" and said that, compared with councils of the same size, such as Blacktown, "I think we're very, very modest in our expenditure".

North of Baulkham Hills was the District of Castle Hill Reserve, which was the site of the Government Farm, an agricultural farm worked by convicts to support the colony.
The Baulkham Hills area was proclaimed a Shire on March 6, 1906.
On July 1, 1993, a new Local Government Act was passed which deleted the word 'Shire' from Council's identity, but rather than being known as 'Baulkham Hills Council', application was made to the Minister of Local Government to have 'Shire' reinserted, as the Council area still contained much rural land.

Baulkham Hills Aerosol Can Recycling campaign involved the display of a number of educational posters at bus shelters throughout the Shire promoting the fact that aerosol and steel cans can be recycled using Council’s kerbside recycling service.
Over the past 12 months, Baulkham Hills has recycled nearly 300 tonnes of steel in its kerbside recycling program that would otherwise be deposited into landfill.
Before the campaign Baulkham Hills Shire Council carried out a bin audit which revealed that only 20.5 per cent of aerosol cans were being returned for recycling.

When members of the local Muslim community in Sydney's west made an application to the Baulkham Hills Shire Council last year to build a prayer centre, community passions flared and the Council rejected the application on the grounds that it was not in accordance with the shared beliefs, customs and values of the local residents.
HAMISH FITZSIMMONS: Last December the Baulkham Hills Shire Council rejected developer Abbas Aly's application to build a Muslim prayer centre on land he owned, on the grounds it would draw too many people to the Shire.
In a spirited meeting, Council voted against the proposal 10 to 2, saying the centre was not in the public interest, nor was it sympathetic or compatible with a rural residential area.
