Bautzen may be regarded as the unofficial capital of Upper Lusatia, and it is a cultural center of the Sorbs, a Slavic minority.
In 1018 the Peace of Bautzen was signed between the German king Henry II and the Polish prince Boleslaus I.
During the Middle Ages it was a member of the Six Cities' Alliance of the Upper Lusatian cities of Görlitz, Zittau, Löbau, Kamenz, Lauban and Bautzen.

Bautzen's second prison was built as a remand jail at the beginning of the 20th century near the local and state courthouse.
In 1951 it was transferred to the Ministry of the Interior, and became a subdivision of the general penitentiary Bautzen I. From 1956 to 1989, Bautzen II was unofficially under the control of the GDR Ministry of State Security, which was given special access and supervisory rights over the prison.
The social upheavals of autumn, 1989, finally brought Bautzen II to public attention, and prisoners began to be released.

I don't live in Bautzen but am often in the area, my father in law lives between Bautzen and Bischofswerda.
Bautzen is a nice litte town, thee's an irish Pub there, so I guess that's where you'd probably meet the most English speakers.
