While most state parks were created out of federal or state-owned land, or were purchased with funds from these units of government, the huge Baxter State Park is the direct result of the zeal and drive of a single remarkable individual who pieced it together with purchases from private corporations over a 32 year period.
Baxter was outraged at the way that Maine’s wild lands, which once belonged to the people of the state, had been sold irresponsibly and “for trifling sums per acre” in deals perpetrated by land speculators, unscrupulous timber companies, and shortsighted government officials.
Baxter was no fan of federal involvement in state affairs and he ensured that couldn’t be done because he carefully crafted deeds of trust that controlled his gifts of land to the state over the years.

Baxter's fishing trip in 1903 to Kidney Pond with his father, James, sparked his radical quest to preserve more than 200,000 acres at a time when land conservation was a new concept.
