Considering that Nueva Vizcayans had few schools to attend under the Spanish, and that schooling was not widespread in the province during the first decade of American rule, there would have been a limited population controlling the province, and the upland people would not have been widely included in the process of voting.
Although Nueva Vizcaya is relatively close to the political and economic center of the Philippines, it is isolated by its geography.

THE Provincial Government of Nueva Vizcaya is taking a pro-active stance to assist its municipalities in their solid waste management (SWM) programs.
Part of the agreement was for Bayombong to provide the manpower to operate the facility and accommodate waste generated from the Provincial Capitol compound.
In a recent forum, Bayombong Mayor John Severino Bagasao said his administration has already created a multisectoral Solid Waste Management Board (SWMB) that is tasked to implement the SWM plan, which contains a number of concrete programs to solve the growing garbage problem in the municipality.

Renichi Ito, a technical expert from the Organization of Industrial, Spiritual and Cultural Advancement (Oisca), a Japanese organization based in Nueva Vizcaya, has introduced recently the mushroom species called Shiitake to local farmers.
He said the Shiitake mushroom could be cultivated in some parts of the Cordillera and Nueva Vizcaya where it requires a growing temperature range of 5 to 32 degrees Celsius with the most conducive temperature of between 22 and 26 degrees Celsius.
