Okello and Brigadier Bazilio Olara Okello had overthrown Obote on 27 July 1985, with the army installing Gen. Okello as Chair of the Military Council and head of state.
For instance, at one point he insisted that, as he was the head of the NRM/A, Tito Okello was merely the commander of another factional army, not a head of state, although Okello’s status had been agreed earlier as a basis for the negotiations moving forward.

Bazilio Olara-Okello (1929 – January 9 1990) was a Ugandan Brigadier in the military coalition between Tanzania People's Defence Force and Uganda National Liberation Army (UNLA) during the Uganda-Tanzania War that overthrew Idi Amin in 1979.
On July 27, 1985, an army brigade of the UNLA commanded by Olara-Okello, and composed mostly of Acholi troops, staged a coup d'état against Milton Obote's government and seized power.
On July 29, General Tito Okello replaced Olara-Okello as Chairman of the Military Council, and Olara-Okello was promoted to Lieutenant General and named chief of the armed forces.

In the case of the 1985 coup, unknown to the two Okellos, the imperialist and neo-colonialist forces made Okellos to open and pave the way for the Museveni NYAMPALAISM in which the first objective was to be the destruction of the UPC which destruction had eluded the imperialist and neo-colonialist forces since 1952.
After the ouster of Okello and Okello in January 1986, Museveni formed what he called "broad-based government embracing all the Parties." It was a lie to cover a most virulent campaign to destroy the UPC and in the process massacre millions of Ugandans.
During the short Okello and Okello interregnum, the entire Western Region was under the control of the NRA which massacred and sought to wipe out UPC leaders and activists in the Region.
