It reads the specification of the language for which a parser needs to be generated and produces a Java source file with a Java class that represents a parser for the language.
It should be pointed though that a language here should be viewed as a general term describing a linear form representing some structured information, not necessarily a programming language.
Beaver parsing tables are build using row displacement scheme, which produces tables that behave as if they are using perfect hashing.

As Bill Poser's fascinating post on Carrier beaver words reminded me, both Bill and I are alumni of an institution whose totem has been the beaver ever since 1914.
On Bill's account, the Carrier beaver words mostly refer to actual beavers or to aspects of their life and death.

Beaver will generate a declaration and partial implementation of a language parser leaving some of the methods declared but not implemented - methods that should implement semantic actions.
