Beit Shemesh: Biblical City on the Border Between Judah and Philistia
Identification of the mound with biblical Beit Shemesh is based on its geographical description in the Bible, on the Onomasticon of Eusebius (4th century CE) and on the name of the Arab village Ein Shams, which preserves the ancient name.
The Bible mentions Beit Shemesh in the description of the northern border of the Tribe of Judah (Joshua 15:10-11) and as a Levitical city in the territory of Judah.
Talmudic sources describe Beit Shemesh as a small village; in the Byzantine period a large, fortified monastery was built on the southeastern part of the tel.

The Arabs first called the city Ilya (Aelia Capitolina) rather than Beit el-Maqdas (the holy house).
They are adaptations of the Hebrew names Hakodesh and Beit Hamikdash, referring to holiness, the Temple, and Jerusalem.
Whereas the latter two areas came under Israeli control in 1948, Arabs drove all Jews out of Arab-occupied areas (the Jewish Quarter, Neveh Ya'acov, the neighborhood of Simon's Tomb).

 yeshiva.org.il - Ask the rabbi
Regarding the holiness of Eretz Yisrael concerning the special Mitzvot of the land, there is a dispute among scholars if it depends on Jews being there, or if it’s there anyway, even when they are at exile.
Regarding that holiness it was decided that within the borders from the time of the second Beit Hamikdash the land is still holy concerning Mitzvot, during exile as well.
In our generation, we’ve come back to parts of Israel which are beyond those borders, some hold the opinion that the land has regained it’s holiness from this third coming.
