These historical symbols were adopted as the symbols of the Belarus National Republic and as the official national symbols of the Republic of Belarus from the time it got its independence in July 1991 and until the Referendum of 1995.
March 25, 1918 Belarusians declared their independence for the first time, but the Belarus National Republic (Беларуская Народная Рэспубліка) was short-lived and didn't manage to remain independent.
Belarus is the only country in Europe to be barred from full membership in the Council of Europe and to be identified by the United States as an " outpost of tyranny."

Still, the economy continues to be hampered by high inflation, persistent trade deficits, and ongoing rocky relations with Russia, Belarus' largest trading partner and energy supplier.

 National Bank of the Republic of Belarus - Legal Status.
Operation of the National Bank is governed by the Law of the Republic of Belarus "On the National Bank of the Republic of Belarus" dated December 14, 1990, and the Charter of the National Bank approved by the Supreme Soviet Decree of February 13, 1991.
The National Bank of the Republic of Belarus engages in banks registration, has the sole right to issue licenses to carry out banking operations and the right to supervise banks and branches of foreign banks which are in possession of a license.
The Law provides for cases whereby the National Bank is empowered to refuse authorization to set up a bank, stipulates sanctions the National Bank imposes on banks and their officials for persistent violation of norms and directions of the National Bank as well as for breach of Belarusian legislation.

On November 24-25, 2004, in Minsk there was held the international conference “Intellectual Property as Instrument of Economic Development” organized by the State Committee on Science and Technologies of the Republic of Belarus, the National Center of Intellectual Property with the assistance of the World Intellectual Property Organization.
The seminar was organized by the EPO and the National Center of Intellectual Property with the support of the United Nations Development Program in the Republic of Belarus and the National Center for Technology Transfer.   
By the resolution of the Council of Ministers of the Republic of Belarus, No. 1684, of December 24, 2003 there were introduced amendments and supplements to the Statute of the Order and Conditions for the State Promotion of Creation and Use of Industrial Property Subjects.
