This is also the case at the Metropolitan Womens' Correctional Centre and is the result of the "War on Drugs" this and previous governments have brutally waged within prisons where there is no room for harm minimisation practices such as needle exchanges, bleach, condoms, detoxification units and an expanded methadone program.
The proposal involves closing Belconnen Remand Centre and contracting out the construction and management of the $25 million jail to the private sector or a State Government.

The ACT Opposition is demanding the Government explain why a person on remand was held interstate while there was still room at the Belconnen Remand Centre.
Opposition leader Brendan Smyth says if the Belconnen Remand Centre (BRC) was not able to accomodate the remandee it must be urgently upgraded.
"We have to have an answer from the Government as to why the BRC and the temporary remand centre aren't being used if they're not at capacity," he said.

AS well as housing ACT prisoners, the proposed Alexander Maconochie Centre (AMC) will also replace Canberra’s two sub-standard remand centres at Belconnen and Symonston.
The AMC — which will be designed to take a rehabilitative approach and work towards positive end-results for remandees — is still facing criticism from the ACT Opposition regarding its necessity, cost and the impact on Monaro Highway traffic.
Chief Minister Jon Stanhope said that the operating costs of the AMC would be comparable to the current cost of having ACT prisoners incarcerated in NSW facilities ($8.2 million in 2004-05), combined with the cost of these two remand centres ($11.2 million).

There are 5 people under my organisation’s care with BPD, all had problems with the criminal system… For example, a client with BPD who was charged with threatening to kill a worker whilst in Belconnen Remand Centre, despite the fact he had no means to carry this threat out.
However, prisons are not treatment centres, and the likely outcome is the person is released back into their community even more disturbed and traumatised, effectively requiring increased support from MHS.
One was released on an afternoon from the PSU [Psychiatric Support Unit] and taken the same day to the Belconnen Remand Centre because of self-harming.
