Ranna, Mosrael, Kibeth, Dyrim, Belgaer, Saraneth and Astarael are the Seven Bright Shiners which had made the Charter, and in doing so, chose a mysterious and eventually diminished existence.
Ranna, Mosrael, Dyrim, Belgaer, and Saraneth gave themselves entirely to the charter, while Kibeth and Astarael held something back, and parts of them were left over.
It took the Eight, comprising seven of the main characters standing for Ranna, Mosrael, Dyrim, Belgaer, Saraneth and Astarael by wielding their bells (Kibeth represented herself - one bell was held by two people together) and Yrael to bind It again.

Ranna is infused in the Royal Family, Mosreal is infused in Abhorsen, Kibeth in the Wall, Dyrim in the Clayr and Belgaer in the Great Stones.
I was going for Belgaer, or Mosrael, or Saraneth, etc. The problem was when I tried, it seemed that each of those was taken.
Ranna is female, Mosrael is male, Kibeth is female, Dyrim is male, Belgaer is male, Saraneth is female (that's me!) and I KNOW Astarael is female.

She falls into sleep and awakes noting that the only things that remains of her face are her eyes, simply two slits.
Something about what Belgaer told her angerred her and she raises Kurt from the dead using Mosrael, but when she returns to Abhorsen's House, Mogget senses it has been used, but he doesn't say anything.
The way I have it, Belgaer rises because he knows Chlorr is on the brink of collapse.

Actually, seven of the nine made the Charter as it is known in Sabriel's time, and the remaining two, who did not wished not do this were bound by the seven using different methods.
Ranna, Mosrael, Kibeth, Dyrim, Belgaer, Saraneth and Astarael are the seven which had made the Charter, and in doing so, chose a mysterious existence.
It seems that some part of them, the "unknowing" part, as Nix wrote, went into their creation.

Characteristics of Belgaer: Belgaer is used to return one's independent thought.
Also Mogget could have been rebound by past Abhorsen because we first meet him a long time after his original binding but I do see your point when the Seven caught him and made him pay most likely Saraneth would have bound him but in the presence of the others.
My idea is that since Belgaer is the Thinker, it is knowledge oriented.

It is usually sent as a Hand (a strong creature with no real independent thoughts).
**Note: If the Abhorsen sees a hand she will use Belgaer (the bell that replaces independent thought) and Dyrim (the bell that gives the creature the freedom of speech) to find out more about the spirit.
If she sees it fit, she will bring it back to life.
