The steep grades on the line limited the amount of goods that could be transported and the change of gauge at Upper Ferntree Gully added extra expense as goods had to be transhipped manually to broad gauge wagons.
In 1977 the railway was operating successfully to the new terminus and the degree of professionalism achieved by the Puffing Billy Preservation Society in running the train was recognised by the State Government with the creation of the Emerald Tourist Railway Board by Act of Parliament on 1 October 1977.
The railway is now a professionally run organisation which shows great credit to the members, volunteers and paid staff that operate it.

The present line between Belgrave and Gembrook is the major part of the 29km line which operated between Upper Ferntree Gully and Gembrook between 1900 and 1953.
In 1965, with the formation of the Puffing Billy Preservation Society, the line was re-opened as far as Menzies Creek with the assistance of the Victorian Railways and the Citizens Military Forces.
The line was subsequently restored and re-opened to Emerald in 1965, extended to Lakeside in 1975 and Gembrook in 1998".

Although much of the line formation was levelled by cutting and filling, a considerable amount of gravel would have been required for ballast, etc. The spur lines were laid for that purpose, the first on the Wangaratta line, and, was situated near the Laceby Road.
The spur line extended south east on the creek side of the road, and is thought to have crossed the creek on a small wooden trestle bridge, as the gravel deposits were on the western side.
As the rail line followed closely to this gradient, the runaway truck slowly gained momentum and would have passed Edi at quite a handy speed, much to the consternation of the observing Edi school teacher who was understandably concerned for public safety, and who immediately made an effort to issue some sort of warning.

The section between UFTG and Belgrave was temporarily re-opened for tourist traffic until the 23/2/1958, when the section from UFTG to Belgrave was converted to 5'3" and electrified as an extension of Melbourne's suburban system.
The section Belgrave to Menzies Creek was restored by the PBPS in 1962.
