The building was designed by Philadelphia architect John McArthur, in the Second Empire style, and was constructed from 1871 until 1901 for a cost of $24 million.
Originally designed to be the world's tallest building, by the time it was completed it had already been surpassed by the Washington Monument and the Eiffel Tower.
The building is topped by an 11 m (37 ft), 27-ton bronze statue of city founder William Penn, one of 250 sculptures created by Alexander Milne Calder that adorn the building inside and out.

One Liberty Place was locally famous for being the first building to break the gentlemen's agreement, which was not to exceed the 548 ft (167 m) height of the William Penn statue on Philadelphia City Hall built in 1901.

I was recently told by a close friend that there is talk about putting an office building slightly higher than the Bell Atlantic Tower at 18th and Arch (directly across from Two Logan Square).
Towers of this size generally have an incubation period of at least 4 or 5 years.
The building would have been way taller than the Bell Atlantic; Bell Atlantic is about 725 feet, this building would have been about 890 feet.
