  Remarks By CHief Minister at Residence and Belongers Ceremony
On Monday, 6 December 2004 this Government announced the introduction of a new Immigration Policy for residence and belonger status.
At that time we promised to clear an outstanding backlog of applications for Residence and Belonger status, with regards to those who applied before 1 January 2003; having continuously lived in the Territory for over 20 years; and who qualified after the normal screening process.
With these certificates, you are no longer subject to immigration control; but, may I remind you that no one should disregard or ignore the authority of immigration officers upon returning to this Territory after traveling overseas.

The entire local population of the Turks and Caicos islands is linked by blood or marriage to 193 African survivors of a slave ship which was wrecked there in 1841, according to the country's museum.
Nigel Sadler, director of the Turks and Caicos National Museum told BBC Caribbean Online that the story of the belongers - a term referring to the local population - was linked with fate of the Trouvadore slave ship which the museum is now about to embark on an expedition to find.
This raised the population by 7% and from our own research work we now believe that the majority of the population and all the belongers who live here are blood tied and family tied to this one incident," Mr Sadler said.

What I thought I did was to make two points: The first was that, contrary to the impression that one might get from the terms of reference, the definition of a belonger was quite clear in the Constitution.
The second was that the issue of passport eligibility, or nationality, could not be addressed in the Constitution.
Harris’ concern did not appear to be what should go into the Constitution, but the related point as to the comparative rights and privileges of belonger status and British Overseas Territories citizenship.

Legislators Thursday approved big increases in fees for non-belonger land holding licences, which government representatives said were part of efforts to balance land ownership between belongers and non-belongers.
Natural Resources Minister Alvin Christopher announced that the cost of a non-belonger land holding licence will now move from $50 to $200 for individuals, and $75 to $300 for companies.

In fact, I think, that this group of so-called believers but not belongers are, in truth, belongers, too; and in a very good sense.
However, to my mind at least, they are belongers in that they belong to what I call the 'movement of the heart'.
