Technically, 'below the line' is promotion that is not placed through an agency, and therefore no commission is paid on it.
Large firms at least would normally place their 'above the line' promotion (press, TV, radio etc.) through an agency, pay a commission on it and therefore it appears in a different place in their marketing budget than 'below the line'.
When I explain it to my pupils, I say 'below the line' is the stuff that firms (even large ones) have direct control over, and this includes public relations, point of sale promotions, direct mail and direct marketing (telesales etc).
