The Belt Parkway, or Belt System or Circumferential Parkway is a series of New York City limited-access highways that form a complete circle around the Boroughs of Brooklyn and Queens.
The Belt Parkway was proposed by builder and highway advocate Robert Moses in 1930 to provide modern highway access to Manhattan and to connect to, and use similar design principles to, parkways already constructed on Long Island and Westchester County, New York.
The portion north/east of its junction with the Belt Parkway is a reconstruction of the former Gowanus Parkway, a cars-only highway, considered part of the Belt Parkway.

Parkway - Wikipedia, the free encyclopedia
In the 1920s, the parkway system around New York City grew extensively under the direction of master builder Robert Moses, who saw parkways as a active means to promote automobile use and to transfer population from crowded urban areas onto undeveloped areas on Long Island.
In the 1930s, the concept of the parkway was extended to the federal government, which constructed several national parkways designed for recreational driving and to commemorate historic routes.
A recurring bit of humor about the name parkway has had some fun poked at it, as it is ironic that one would park on a driveway, and instead drive on a parkway.

Originally, the highways were the Gowanus Parkway from the Brooklyn-Battery Tunnel to the Shore Parkway; the entirety of the Shore, Southern, Laurelton, and Cross Island Parkways; the Whitestone Parkway from the Cross Island to the Grand Central Parkway; and the Grand Central from the Whitestone to the Triborough Bridge.
